In the past few years, Algeria has greatly benefited from its exports of gas to Europe, the high global energy prices, and the significantly increased foreign direct investments in the country. After the 10 years of civil war (1991-2002) in the country, when investments in the country’s infrastructure came to a virtual standstill, Algeria’s infrastructure industry has been experiencing unprecedented growth. In 2008, the country’s construction sector grew by 12.5%. However, the current financial slowdown, along with the radical decrease in oil prices, is going to have a significant impact on Algeria’s economy. In the Algeria Infrastructure Report 2009, we forecast a decrease of 5.1% in the country’s annual real growth for the construction industry for 2009.

Foreign direct investments keep pouring into the country as international, and especially European interest remains high. Algeria’s oil and gas wealth and its potential to become the single most important non-Russian controlled energy artery for Europe have boosted Algeria’s leverage and status in the Mediterranean region. At the same time, European companies and governments face acute competition from Russia, and increasingly China, in their efforts to establish ties with the Algerian government.

Algeria has wisely directed a significant part of its income and foreign investment into the physical infrastructure of its energy sector, as well as into the much-needed development of other key sectors such as transport, particularly the country’s rail network, and real estate construction. Projects worth billions of US dollars have been announced in the past few years in all infrastructure sectors that, if realised, could significantly benefit the country.

Algeria’s business environment remains highly problematic and presents investors with significant risks.

Cumbersome bureaucracy and corruption hamper the process of establishing business, even for large multinationals, and make projects slow to kick off. In BMI’s Global Business Environment Rankings, out of the 167 countries rated, Algeria ranks 137th.

Our otherwise positive overall view for Algeria is made bleaker by the major downturn in oil prices, due to the country’s high dependence on the sector. For 2009, we forecast unemployment to further decrease to 11.5%. However, regarding real GDP growth for 2009, it is forecast to be 4.6%, which marks a decrease from 2008’s 4.9% and 2007’s 5.3%.
