BMI estimates that Argentina’s construction industry grew 8.8% in real terms in 2008. We anticipate a further deceleration in real construction growth to1.4% in 2009. The private sector will exert a significant drag, due to the severe effect of the global economic downturn on trade and investment. The public sector should continue to provide support, for the time being. Indeed, even as late as December 2008, with the global downturn starting to bite in earnest, the Argentine government announced details of a US$21bn public works program. Improvements to road and social infrastructure would take up approximately 60% of the budget. The other 40% would go towards expanding power, natural gas, and public works sectors.

It is this sizeable investment in the infrastructure that that minds us to keep our forecast for real construction sector growth in positive territory for 2009.

Risks to our construction forecasts for Argentina are to the downside for 2009, and even more so for 2010. If there is a prolonged recession in the US then it will have a big negative effect on growth and government revenues in Argentina, considerably restricting the government’s infrastructure spending programme .

In December officials at the Bahia Blanca port said that they would be investing US$450mn in improvements to the port, with a view to increasing its competitiveness. Included in the proposal is the construction of a ring road and a rail spur to increase access to facilities. This would require an investment of US$250mn. Another project included would be the expansion of the port terminal, which would require approximately US$15mn. In order to efficiently transport cargo and other goods, there would be a new US$180mn rail line constructed to connect Bahia Blanca to Buenos Aires and to the western province of Neuquen at a cost of, would be required.
