Russia’s military action in the Georgian region of South Ossetia has been popular in Russia. Otherwise, within the region, it has demonstrated Russia’s determination to exercise a ‘strong’ foreign policy position with regard to its ‘near abroad’ and the reaction has been to look for political and trade diversification opportunities in order to reduce, at least somewhat, reliance on Russia.



The five countries that comprise Central Asia – Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan – are linked economically and strategically, but are also diverse and far from united.



Politically, none is democratic and most are governed by long term authoritarian regimes that pay no more than lip service to political and human rights reform. In Kyrgyzstan, especially, we see a heightened risk of civil unrest if the power and water shortages of the past 12 months persist.



Economically, Kazakhstan is the key player and it strategic importance is being recognised by its accession to chairmanship of the OSCE in 2010. While Kazakhstan has been affected by the global financial crisis and growth has slowed, BMI expects to see a prompt recovery, led by increased oil production, in 2009.



Turkmenistan is developing ties with China to reduce its dependence on Russia. Agreement has been reached to build a 10,000km gas pipeline into China. At the same time, the leadership is being careful not to antagonise Moscow whose Gazprom has, until now, been the monopoly distributor of energy from Turkmenistan.



Uzbekistan is also looking to build bilateral ties even tough its choices of Afghanistan and Pakistan may not prove the best. Certainly, neither of these can provide any shield against Russia.



Both Turkmenistan and Uzbekistan are also major producers of cotton, a crop that demands large and reliable supplies of water. Tajikistan has little by way of mineral or oil resources, but it does hold 40-60% of the water supply in Central Asia. Tajikistan wants to use this resource (including the ability to generate hydro-electric power) as its leverage to gain economic benefits. This strategy has clear risks. Attempting to maximise the value of its water resources may bring it into conflict with its energy rich neighbours.



While there are rivalries and key interdependencies among the five countries, and all are seeking to build relationships with other parts of the world, no-one can mistake the presence of Russia as the four hundred pound gorilla (or perhaps bear) in the room. Certainly, none of the leaders in Central Asia doubts Russia’s willingness to use its muscle if it sees advantage in doing so.
