Saif al-Islam Qadhafi, son of Muammar al- Qadhafi continues to emerge as the man to take charge when the reign of his father ends. He was instrumental in the release of Lockerbie bomber Abdelbaset al- Megrahi from Scotland in August 2009 and was also at the centre of delicate political negotiations with the militant Libyan Islamic Fighting Group (LIFG), which led to the release of 88 Islamist militants from jail and to the LIFG announcing that it renounced violence in October 2008.
The renouncement of violence by LIFG, Libya’s most notorious Islamist militant group, is a political coup for the Libyan government. It follows several years of negotiations between the militants and the Libyan state.
We believe that the reasons for the militants’ release ultimately is a pragmatic one, providing good publicity for the government while appeasing militant groups.
Saif al-Islam emerged as the main driver behind the negotiations. However, he has himself always denied suggestions that he is a potential successor to his father
Several arms companies continue to consider the possibility of developing relationships with Libya, such as the British firm BAE Systems. Libya’s arsenal is composed of obsolescent Soviet-sourced equipment that is in urgent need of modernisation and replacement.
In February, 2010, Libya struck a deal to buy Russian arms worth almost US$2bn, according to Russian news agencies quoting Prime Minister Vladimir Putin.
