There are cautious signs that Syria maybe on the way to coming in from the cold, however, progress is unlikely to be linear given its ongoing relationship with Iran, the biggest stumbling block to a return to a normal relationship with the US.

Indeed, there have been steps forward followed by steps backward since the assault on Gaza put and end to indirect talks being facilitated by Turkey. Recent comments by Israel’s defence minister warning of ramifications of not getting back to the table show just how tentative the progress has been with the old issue of the Golan heights still at the centre of Damascus’ thinking in any further dialogues. Perhaps more heartening is the rapprochement with Saudi Arabia. King Adbullah’s visit to Damascus last year has been followed by a visit by President Assad to Riyadh in early 2010. This is welcome but, as ever, relations between Syria and Iran continue to hang over the improved relations. A reaffirmation of that relationship with Iran in early 2010 cannot help.

Set against that, by facilitating the creation of a new Lebanese government, which includes its ally Hizbullah, Syria has gained a new foothold in Lebanese politics which forces Riyadh and Washington to maintain momentum in talks. It is unlikely, however, that we will see any rapid lifting of US sanctions, even with the improved situation in Iraq.

Economically, we anticipate a strong recovery in real GDP growth from 2010 onwards, driven by a combination of foreign investment and government spending. Reforms are still slow but there are cautious signs the country maybe heading in the right direction.
