Our Q2 2010 update on the Czech Republic's telecommunications market contains the latest operational and financial data published by the country's leading network operators; they include Telefónica O2 Czech Republic, which is the country's fixed-line incumbent and largest mobile operator and in which Spain's Telefónica has a controlling interest. They also include the second- and thirdranked cellcos, T-Mobile Czech Republic, which is backed by Germany's Deutsche Telekom, and Vodafone Czech Republic of the UK's Vodafone Group. Together, the Czech Republic's three largest mobile operators had almost 13.37mn mobile customers at the end of September 2009, a figure that was equivalent to almost 130% of the Czech population. Since mid-2008, the three GSM network operators have faced limited competition from U:fon, which operates a CDMA-based mobile network. Having experienced much weaker growth than expected since entering the Czech mobile market, U:fon announced, in January 2010, that it would reinvent itself as the country's first 'low-cost' mobile service provider. The operator is understood to be closing its branded stores and integrating its marketing and sales departments in a move it says will reduce retail prices. With the Czech Republic's largest cellcos concentrating on the migration of customers to higher value postpaid contracts, it is likely that U:fon will target the low-usage end of the market with competitive prepaid service offerings.

Including the mobile customers of U:fon, the Czech Republic had a mobile subscriber base of almost 13.5mn at the end of September; this was equivalent to a penetration rate of almost 131%. The third quarter of 2009 saw a return to much stronger growth compared with the early part of the year. While the Czech mobile market experienced flat growth in Q109, a return to positive growth was witnessed in the second quarter when the customer base grew by 0.8%. However, in Q309, the number of Czech mobile customers increased by 1.2%. All three of the leading cellcos reported positive growth, although Telefónica O2 and Vodafone saw a much stronger performance than T-Mobile.

our mobile subscriber forecast has been updated this quarter, to reflect our expectation of a larger number of mobile customers at the end of 2009 than previously predicted. Our new forecast also anticipates stronger growth in 2010, which is partly a reflection of the launch of U:fon's new strategy. Meanwhile, our 3G subscriber forecast remains unchanged this quarter, despite figures published by Telefónica, which showed a return to strong UMTS subscriber growth in Q309. We will wait to see whether this improved performance is sustained before making any revisions to our existing forecast. The Czech Republic has dropped by one place in our latest set of Business Environment Ratings for Central and Eastern Europe. This is due to a slightly weaker Telecoms Market score, which reflects flat or falling mobile ARPUs in the third quarter of 2009.
