Broadband growth within the Portuguese telecommunications market is expected to total just under 2 million by the end of 2013

The mobile market in Portugal holds one of the highest penetration rates in Western Europe and the market’s growth has by no means declined. At the end of 2008, Portugal saw a penetration rate just under 147% according to regulatory figures, with data from the three operators present in the market showing an even higher rate. Although BMI believes there are a number of inactive subscribers in the market, the growth is still impressive and has been helped by a growing interest in mobile broadband services. The market has also been boosted by the introduction of MVNOs and will be further aided by the new mobile operator that was licensed in October 2008. BMI expects the new operator, Rede Nacional de Telecomunicações (RNT), to focus on mobile broadband and rural telecommunications services as the market is already saturated .

As the penetration rate is so high, operators have begun focusing on their next generation services and encouraging greater spending on mobile handsets. All three operators, TMN, Vodafone and Optimus, report falling ARPU rates. While this will be affected by the ongoing economic crisis, the rate had been falling for some time. This has led to the increasing development of value-added services (VAS) in an attempt to get subscribers using their mobiles more. Reflecting this shift in focus BMI has added a section in the mobile data analysis chapter focusing on VAS in Portugal and the different services that operators are bringing to their subscribers .

Portugal’s telecoms market was shaken up by the spinning off of Portugal Telecom’s multimedia services into Zon, creating a new competitor. This has seen Portugal Telecom’s dominance of the broadband market reduced by quite some degree. However, it remains the major operator for broadband services as well as in the fixed-line market .

Alternative operators have been key to driving up the penetration rate in the broadband market and holding back the decline in fixed lines. However, there is a growing interest in mobile broadband services which is causing greater competition in the market. Mobile operators have been trialling faster download speeds over their networks in an effort to increase the attractiveness of their products .

Operators in the wireline market have begun deploying fibre-optic networks across the country which will provide even faster download speeds and allow operators to offer a wider range of services such as IPTV .

While BMI has downgraded overall expectations of broadband growth to just under 2mn by the end of 2013, we expect broadband developments to be a key part of the market’s growth .

Portugal was boosted by the decline of Italy in our Business Environment Rankings. Portugal usually sits among the lowest ranked markets in Western Europe with its relatively small population and low ARPUs holding the market back. However, the market is set to continue to report growth in the mobile and broadband markets while fixed-line decline is expected to be quite slow.
