Our 2010 report on Slovenia’s telecommunications market contains updated and extended forecasts, which predict how the country’s fixed-line, internet, broadband and mobile sectors will develop through to the end of 2014. Our new forecasts reflect Q209 data published by Slovenia’s regulator, the Post and Electronic Communications Agency of the Republic of Slovenia (APEK), as well as Q309 data published by the country’s fixed-line incumbent operator Telekom Slovenije, and its two leading mobile operators, Mobitel (the mobile business of Telekom Slovenije) and Si.mobil, which is wholly owned by Telekom Austria.
Notable developments in recent months within the Slovene telecoms market include the stagnation of the country’s mobile subscriber market, as well as the continuation of impressive growth in the fixed broadband sector. In recent months, Slovenia’s broadband market has benefitted from the proliferation of fibre-to-the-home (FTTH) connectivity. According to Slovenia’s telecoms regulator, one of the country’s largest providers of FTTH services, alternative operator T-2, had expanded its share of the broadband market to over 19% by the end of mid-2009. In addition to being one of the largest players in the country’s broadband market, T-2 is also present in the 3G mobile sector, following its launch of UMTS services in June 2008.
In the first nine months of 2009, Slovenia’s mobile subscriber base expanded by just 0.8%. we estimate that around 20% of Slovenian mobile users had 3G handsets at the end of 2009. In addition to having a market that is becoming increasingly saturated, the slowdown in mobile customer growth reflects the emphasis that the leading operators have placed on the acquisition of higher value contract customers and mobile internet subscribers at the expense of prepaid users. Recent months have witnessed steady growth in demand for 3G mobile services. The launch of UMTS services by T-2 in mid-2008 brought the total number of 3G service providers to three. The launch of a fourth 3G network operator, Tušmobil, is expected sometime in the months ahead.
Slovenia sits in third position in our Business Environment Rankings for Central and Eastern Europe. The country scores above average in all of the categories evaluated . In the case of country risk, Slovenia has the highest score in the region.
